So many wrongs committed by so many people. The strikers were wrong, not only to be armed, but also to have women and children in the crown with firearms present.
Pinkerton was wrong to have firearms with them. The governor of the state, certain to have knowledge of the size of the stike, should have had a large contingent of state police and national Guard on the scene to prevent violence from starting. All of them were not only wrong but criminal in their behavior, including the governor in his negligence.

You're forgetting the greatest culprit, Carnegie Steel. If it hadn't treated its employees so terribly and lusted so greedily for even greater profits at their expense, the strike and what followed would not have occured.
